Motivation, Design, Deployment and Evolution of a Guaranteed Bandwidth Network Service

This paper discusses the design, implementation, and evolution of the OSCARS (On-demand Secure Circuits and Advance Reservation System) network service that provides reservable, guaranteed bandwidth. This work has involved collaboration with the DRAGON project (a GMPLS-based service), and has given rise to the ARCHSTONE project that is addressing the issue of a multi-layer service – that is, managing layer 1, 2 and 3 networks in a single, integrated control plane.
